The Penguin can be found in Batman’s negative space (the yellow part of the illustration).  It is easier to see if the image is turned upside down.  See below:

This illustration is part of Simon C Page’s Hero and Villain series.  His clever use of the negative space allows both figures to coexist in the same space.  Depending on how you look at this ambiguous image, you will either see Batman or the Penguin.  Did you see them both right away?
